UPDATED: Burnsville Police Respond To Gunshot Wound at Southwind Village Apartments

BURNSVILLE, MINNESOTA - According to officials with the City of Burnsville, Minnesota, at around 3:57 AM on Saturday, March 30, 2024, officers with the Burnsville Police Department, with mutual aid from the Eagan Police Department and Bloomington Police Department, responded to reports of a gunshot wound at the Southwind Village Apartments located in the 15200 block of Greenhaven Drive in Burnsville, Minnesota.
As officers arrived on the scene, officers assisted a 17-year-old female who had been grazed in the arm by a bullet while she was sleeping. According to the press release from the City of Burnsville, the initial investigation shows the bullet came from a gun fired in a neighboring unit.
The victim was transported to a local hospital with non-life-threatening injuries. Police have the man suspected of firing the gun in custody but have yet to release his name or any charges. According to the press release, the Burnsville Police Department does not believe an ongoing threat to public safety exists.
The Dakota County Attorney Kathy Keena has announced that on Tuesday, April 2, 2024, they charged Riccardo Rashad Harvey, 26 years old, with a dangerous weapons violation (reckless discharge of a firearm) in connection to this incident. According to the criminal complaint, officers spoke with a resident of a neighboring apartment who said his son legally owned three firearms. Officers with the Burnsville Police Department obtained a search warrant and reportedly found two handgun magazines in Harvey’s bedroom. According to the criminal complaint, one of those magazines was full, while the second was missing one bullet. Officers found a bullet hole in the ceiling of the bedroom, and they stuck a trajectory rod into the hole, which then led into the bedroom of the victim. A bullet was found located on the floor next to the victim's bed and a hole in the ceiling directly above the child’s bed.
Riccardo Harvey's bail was set at $100,000 without conditions and $20,000 with conditions. His next court date is April 16, 2024, at 9 a.m. in Hastings, Minnesota. This is an ongoing case, and Harvey remains innocent until proven guilty in the court of law.
